The Wood/Parkersburg Holding Center is a short-term booking and transport hub operated by the West Virginia Division of Corrections and Rehabilitation under a 2018 agreement. West Virginia has no unrestricted public name-based rap-sheet portal. A jail lookup is not a substitute for an identity-matched repository review, and the Wood County Sheriff's website does not advertise a county clearance-letter product.

The Wood County Sheriff page supplies the best documented fallback for sheriff-created arrest, incident, booking or holding, warrant, and policy records. Its dedicated email is foiasheriff@woodcountywv.com. The office lists 401 Second Street, Suite 11, Parkersburg, WV 26101, 304-424-1834, and weekday administrative hours of 8:00 a.m. to 4:00 p.m.

The official page establishes the agency and contact route, but it posts no separate portal, universal fee schedule, promised turnaround, or detailed request form. Describe the record, date, place, agency, incident or booking number, and preferred format. Ask for a cost estimate and segregable public parts if material is withheld.

Written requests may also be mailed or delivered in person after calling. West Virginia FOIA §29B-1-3 requires a response by production, a production schedule, or a reasoned denial within its statutory framework. Phone routing can clarify where a record lives, but it does not replace a written request.

Ask for electronic delivery when suitable and retain the request, response, and any estimate. If another office created the report, the sheriff may route the requester back to that agency. A clear request reduces that delay because it identifies the officer, place, date, and record type.

Arrests Are Not Convictions
